Futures Group recrute un Assistant Technique
Position Summary
HPP is seeking a West Africa Regional Program and Technical Advisor for the USAID-funded Health Policy Project (HPP), which works to strengthen the capacity of local partners throughout countries in West Africa to develop effective policies and increase the commitment to improving access to HIV services, family planning, and reproductive health. Under the direction of the HPP West Africa Regional Director and in collaboration with the HPP West Africa Sr. Technical Advisor and other HPP staff, the incumbent would provide content knowledge, technical assistance, consultation and support for the development and execution of project/program tasks. She/he will be required to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. This is a personal services contract (PSC) based in the West Africa sub-region. This position is full time for 10 months. Note that this is not an ex-pat position.
Key Responsibilities
Activity 1: Follow-up and Finalization of Costing Study
A. Provide logistical support to print and disseminate final report: Complete the final HIV report printing and distribution in Côte d’Ivoire (200 copies will be disseminated)
B. Conduct a capacity building self-assessment with the Technical Working Group in Côte d’Ivoire
C. Participate in and report on the meetings organized by the MoH and AIDS Control Program and the PEPFAR team in Côte d’Ivoire as needed.
Activity 2: Support HPP Action Planning in Côte d’Ivoire
Provide TA and collect data to support Côte d’Ivoire in completing the planning and budgeting processes for country-led Ouagadougou process action plans.
In collaboration with and under the supervision of the HPP Regional Director, the PSC will provide technical assistance (TA) to key stakeholders, including MOH-led national-level structures (e.g., National Steering Committee, Technical Committee and Operational Team) in Côte d’Ivoire to elaborate and cost country FP Ouagadougou process action plans in Côte d’Ivoire and Benin. The PSC will follow the ten-step streamlined process, which was applied by HPP in Togo and Niger, outlined here below.
1. Offer from the Ouagadougou partnership members to the health authorities of the two countries and a positive response from the authorities (This will give more legitimacy to the partners’ intervention and is absolutely necessary).
2. Partners and experts make initial contact with the MOH.
3. Quick documents review.
4. Creation of the technical committee and the steering committee by building on what already exists in each country.
5. Review of country’s existing action plans validating the work already done in order to avoid frustrations.
6. Prioritization of the four major intervention areas and the key activities.
7. Vetting of the Action Plan through a process involving all the key stakeholders including regional decision makers.
8. Presentation of the reviewed Action Plan to authorities in the presence of the steering committee.
9. Finalization of the Plan by taking into account the observations of the Steering Committee.
10. Mobilization of resources to finance the plan involving the effective participation of the Government (Day of advocacy and mobilization of resources).
As part of the 10 step process, the PSC will work with the HPP Senior Regional Policy Advisors to lead and report on a diagnostic of the current state of the family planning situation in each country based on available data and studies; provide TA for the development of the national action plan, and develop a PPT presentation of the final version of the FP national action plan for each country; provide TA and work in consultation with Technical Committees in each country to identify priority axes and key activities; and provide TA to facilitate stakeholder participation and ownership and national leadership of the plan, including a coordination plan for implementation and monitoring mechanisms, under the Ministry of Health.
