Job Description

Government Finance Statistics Long-Term Expert, West AFRITAC, Abidjan (Job Number: 1400925)

Description

The IMF Statistics Department (STA), Government Finance Division, is seeking a government finance statistics (GFS) long-term expert (LTE), based in Abidjan, Cote d’Ivoire. The LTE will provide technical assistance (TA) mission and training activities, and manage statistical capacity building programs in West AFRITAC member countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Guinea Bissau, Mali, Mauritania, Niger, Senegal, and Togo) based on the methodology encompassed in the Government Finance Statistics Manual 2001 (GFSM 2001) and its update, the GFSM 2014. The LTE will coordinate the advice of experts that may be contracted on a short-term basis to participate in the capacity building (TA and training) program in West AFRITAC member countries. The candidate is also expected to keep abreast of the IMF's fiscal policy advice, and developments in the areas of fiscal accounting, statistical methodology, compilation, and dissemination of fiscal data.

The LTE's initial appointment is for one year (beginning approximately in February 2015) with the possibility for extension.

The successful candidate will work under the general direction of the Coordinator of the West AFRITAC while, on substantive issues, he/she will report to STA staff in Washington D.C. Extensive travel within the West AFRITAC region should be expected.

Qualifications

The successful candidate must have a university degree in a relevant discipline, and should have extensive knowledge in the area of the GFSM 2001 and its update, the GFSM 2014, as well as several years of experience in the compilation and dissemination of fiscal data of one or more countries. Some background in the areas of fiscal policy and/or public sector accounting is highly desirable. Experience with GFSM 2001 implementation, including the migration from the Government Finance Statistics Manual 1986 methodology, is highly desirable. Excellent interpersonal skills, as well as strong oral and written communication skills are essential. English and French proficiency are required. Technical skills in the use of Excel and Word software and familiarity with data management are expected.
