Located in Abidjan, the UNOPS office in Cote d’Ivoire has developed a strong working relation with the Government and international partners over the past 15 years. It provides technical support in strategic development areas including elections; procurement and related capacity building; environment protection, water management and sanitation; and infrastructure rehabilitation and development.

UNOPS services have been requested by UNOCI (United Nations Operation in Côte d’Ivoire), to support the National Authority on DDR for the reinsertion of up 20000 ex-combatants in various regions of Côte d’Ivoire.
As a subsidiary organ of the United Nations, UNOPS has a large portfolio of experience providing project support to peacekeeping operations through its agile and flexible operational mechanism. UNOPS will offer specialist capacities based on its mandate and experience, while allowing for an extensive control of UNOCI on the project activities and budget allocation through the Project Board mechanism.
In this framework, UNOPS is looking for a Project Support Officer who will be responsible for the day-to-day operations of the project and will provide services to the different donors, partners and beneficiaries. He/she is expected to meet and exceed the organizations performance and delivery goals.
The Project Support Officer is responsible for supporting the Project manager with the day-to-day operations of the mission and coordinating mission progress and implementation. He/she identifies operational and financial problems and proposes solutions in resolving them by taking appropriate action, drafting required correspondences to parties concerned and preparing reports.  He/she shall provide analytical and management advice and support to the Mission Manager in all aspects of the mission with a focus on implementation, and procurement, HR and budget management.
Functional Responsibilities
The Project Support Officer is responsible for supporting the Project manager with the day-to-day operations of the mission and coordinating mission progress and implementation. He/she identifies operational and financial problems and proposes solutions in resolving them by taking appropriate action, drafting required correspondences to parties concerned and preparing reports.  He/she shall provide analytical and management advice and support to the Project Manager in all aspects of the mission with a focus on implementation, and procurement, HR and budget management.
It is understood that the Project Support Officer can be working in complex and challenging environments with limited resources. He/she shall perform the following specific duties: 
Implementation
- Supports Project manager in direct implementation of mission plans,
- Monitors and analyse the project budget,
- Controls the cash flow, follow and report on expenses,
- Proposes budget revision and initiate corrective action when necessary,
- Manages assigned delivery of work packages and taking responsibility for progress,
- Coordinates and liaise with the Project Manager on the progress of mission implementation,
- Provides management support and advice to the operations of the mission, including HR Management, Finance and Procurement
- Advises the Project Manager of any deviations from the plan,
- General operations troubleshooting and problem solving,
- Works with Project manager to identify and manage risks.
Stakeholder Management, Coordination and Liaison:
- Supports the coordination and management of communications,
- Provides support in liaising and building relationships with United Nations (UN) agencies and international non-governmental organizations (I/NGOs) for the purposes of facilitating activities and improving the quality and relevance of information analysis,
- Participates in meetings with UN agencies, NGO’s and other Stakeholders as required.
Procedures, monitoring and reporting:
- Ensures that all organizational policy is complied with,
- Provides substantive inputs and assist the Project Manager in the preparation of mission reports and documents,
- Maintains records of Project files and other support documents,
- Supports the Project Manager in maintaining the following: i. Electronic Blue File; ii. Procurement, HR and Finance files as required by those practices as per OD12.
- Manages the compilation, consolidation and analysis of relevant data of the mission,
- Assists the Project Manager in the preparation of project completion reports and ensure compliance with contractual obligations,
- Supports the Project Manager in managing budgets, cash flow and obligations to ensure that deliverables are met,
- Alerts PM on shortfalls and over-expenditures.
General Duties
- Ensures that Local capacities are built at every level and opportunity for Project Support,
- Supports the completion of lessons learned as per reporting format,
- Ensures any other related duties as may be assigned.

       SKILLS
- Understanding of UN programmes, policies, and coordination mechanisms,
- Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, and operations management
- Strong computer skills, including database and information management ability an asset.
Education/Experience/Language requirements
An Advanced University Degree in Project Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline.
A Bachelor’s degree in combination with seven (7) years of relevant and progressive professional experience specifically in the field of project management and operations management with focus on monitoring, reporting, development and coordination, including at least 2 years experience of UN Systems may be accepted in lieu of a master’s degree.
At least 5 years of relevant and progressive professional experience, specifically in the field of project management and operations management with focus on monitoring, reporting, development and coordination including at least 2 years experience in the UN Systems.
Experience in liaising with government officials, representatives of international and national organizations, private sector companies and other stakeholders will be an advantage,
Experience and demonstrated knowledge of UN rules and procedures in procurement, finance, HR management and administrative rules and regulations will be an advantage,
Fluency in French is required, good knowledge of English is desirable
